Where are Québec construction tenders published?
In Québec, government departments and public bodies must publish their public calls for tenders on SEAO (Act respecting contracting by public bodies), and so must municipalities. From January 1, 2026 to December 31, 2027, the trade-agreement threshold (CFTA/QOTCA) for construction and services contracts of government departments is $139,000, and municipalities must use an open (public) procedure at $139,000 and up.
Federal work in Québec is posted on CanadaBuys. Veillea brings both into one dashboard.
How it works
- Set up your profile: keywords in English and French, categories (UNSPSC/GSIN), regions. Multiple profiles if you have several lines of business.
- Veillea collects and matches notices from official sources every day, in both languages.
- Act on the best ones: ranked matches, bilingual summaries, deadline badges, and filters by source, category, region or date.
Built for contractors
- One profile per trade: up to 3 profiles on Solo, 15 on Team (e.g., roofing, masonry, civil works).
- Regions: target the regions you work in.
- Deadline badges: see what closes this week.
- EN/FR summaries: scope, buyer, deadline, without opening 40 pages of specs.
Live sources: SEAO (Québec) and CanadaBuys (federal). In development: MERX, Bids&Tenders, municipal sites (Montréal and area first), Ontario portal. New sources are included at no extra cost.

Compared with SEAO's own alerts
SEAO's alert service ("jumelage") requires the Specialist subscription at $6.95/month per user, plus $0.35 per notice sent, and covers SEAO only. Veillea is a flat price, adds CanadaBuys, ranks every notice against your profile and summarizes it in English and French.
SEAO fees: fee schedule at seao.gouv.qc.ca, checked October 12, 2026. Veillea does not replace registering on SEAO or a buyer's own portal: to get documents and submit a bid, you still use the official platform. Summaries help you triage; the official notice always prevails.
