Where IT tenders are published
In Québec, government departments and public bodies must publish their public calls for tenders on SEAO (Act respecting contracting by public bodies), and so must municipalities. From January 1, 2026 to December 31, 2027, the trade-agreement threshold (CFTA/QOTCA) for construction and services contracts of government departments is $139,000, and municipalities must use an open (public) procedure at $139,000 and up. For government department goods contracts (e.g., licences, equipment), the threshold is $34,700.
Federal departments and agencies post on CanadaBuys. Québec notices on SEAO are often French-only; bilingual matching catches both.
