Where to find cleaning tenders

In Québec, public bodies and municipalities publish public calls for tenders on SEAO. For 2026-2027, public tendering applies from $139,000 for services contracts of government departments, the health and education networks and municipalities. Below that, a contract can be awarded by invitation or directly and isn't necessarily published. Federal contracts are posted on CanadaBuys.

Common requirements for services contracts

Revenu Québec certificate (attestation): required for contracts of $25,000 or more.
RENA: a business listed in the register of ineligible enterprises can't bid.
Francization (OQLF): required for businesses with 25 or more employees in Québec.
AMP authorization to contract: required for services contracts and subcontracts of $1M or more (tendered or direct award).
Site visits, guarantees, proof of insurance: per each tender document. Read the compliance conditions: a missing document can get your bid rejected.
