Where consulting mandates are published
In Québec, public bodies and municipalities publish public calls for tenders on SEAO. For 2026-2027, public tendering applies from $139,000 for services contracts of government departments, the health and education networks and municipalities. Below that, a contract can be awarded by invitation or directly and isn't necessarily published. Federal contracts are posted on CanadaBuys.
How these contracts are evaluated
For professional services contracts, Québec public bodies evaluate bid quality against predetermined criteria and, where required, request a price. Depending on the rule chosen, the contract goes to the lowest price among bids meeting minimum quality, the lowest adjusted price (quality-price ratio) or the highest quality score. The award method is stated in the tender document.
- Revenu Québec certificate (attestation): required for contracts of $25,000 or more.
- RENA: a business listed in the register of ineligible enterprises can't bid.
- Francization (OQLF): required for businesses with 25 or more employees in Québec.
- AMP authorization to contract: required for services contracts and subcontracts of $1M or more (tendered or direct award).

Veillea does not replace registering on SEAO, CanadaBuys or a buyer's portal: to get documents and bid, you still use the official platform. Summaries help you triage; the official notice always prevails.
