Where municipal snow removal contracts are published
Québec municipalities must publish public calls for tenders on SEAO (and in a newspaper): for 2026-2027, an open procedure is mandatory at $139,000 and up. Between $25,000 and that threshold, a written invitation to at least two suppliers applies unless the municipality's contract management by-law says otherwise; those contracts aren't necessarily posted. Public bodies (departments, schools, health institutions) also publish on SEAO.
Common requirements
- Revenu Québec certificate (attestation): required for contracts of $25,000 or more.
- RENA: a business listed in the register of ineligible enterprises can't bid.
- Francization (OQLF): required for businesses with 25 or more employees in Québec.
- Equipment, guarantees, insurance, contract term: per each tender document.

Veillea does not replace registering on SEAO, CanadaBuys or a buyer's portal: to get documents and bid, you still use the official platform. Summaries help you triage; the official notice always prevails.
General information, not legal advice. Check the requirements in each tender document and with the official bodies.
