Terms of Service

Effective date: October 17, 2026

These terms govern your use of the veillea.ca website and the Veillea application at app.veillea.ca (the "Service"). The Service is provided by Veillea, a sole proprietorship operated by Joshua Almaleh, Quebec Enterprise Number (NEQ) 2282674748, PO Box 311, Hudson, Quebec J0P 0A9, bonjour@veillea.ca ("Veillea", "we"). By creating an account or using the Service, you accept these terms.

1. The Service

Veillea collects public tender notices published by official sources in Canada and the United States (for example SEAO, CanadaBuys and SAM.gov). It matches them against the monitoring profiles you set up and shows them in the application or sends them to you by email. Depending on your plan, it also provides bilingual summaries and CSV export. The list of sources may change over time.

2. Independence and data sources

Veillea is an independent service. It is not affiliated with, endorsed by or acting for SEAO, the Government of Quebec, the Government of Canada, any U.S. government, or any other platform it cites.

Notices come from public sources that we do not control. We do not guarantee that every notice is captured, that it is captured on time, or that the data, translations, summaries or classifications are complete or accurate. Summaries are generated automatically from the notice's fields. The official notice and tender documents always prevail. You are responsible for checking them, and for registering on the official platforms where required, before bidding. Veillea does not replace that registration.

3. Accounts

You must provide accurate information and keep your password confidential. You are responsible for activity under your account. The account owner can add team members up to the limit of the plan and is responsible for their use. The Service is intended for businesses and professionals. You must be of legal age to enter into a contract.

4. Plans and prices

The plans and their limits are described on the pricing page. Current prices are:

Plan Price
Free $0
Solo $29/month or $290/year
Team $69/month or $690/year
Enterprise from $199/month or $1,990/year

Prices are in Canadian dollars and are final: Veillea is not currently registered for GST/QST and charges no sales taxes. If Veillea registers, applicable taxes will be added after notice to you.

We may change prices with at least 30 days' notice by email. A new price applies from your next renewal.

5. Free trial

The paid plans include one 14-day free trial per workspace, with no credit card required. At the end of the trial, without a paid subscription, the account returns to the Free plan. A workspace that has already used a trial cannot start another one.

6. Billing

Paid subscriptions are billed in advance, monthly or yearly, through Stripe, and renew automatically until cancelled. If a payment fails, you have a grace period of about 7 days to fix it. If it is still unpaid after that, the subscription ends, the account is closed, and its data is deleted 7 days later, as described in section 7.

7. Cancellation and refunds

Cancellation closes the account. You can cancel at any time from the billing page (Stripe customer portal). Cancelling a paid plan closes the account: you keep access until the end of the period already paid, and your account data is deleted 7 days after that, as described in the Privacy Policy. The account does not move to the Free plan. The Free plan is for users who have never had a paid subscription.

Deleting your account. You can also delete your account yourself from your account settings. For a paid account, this works the same way: the subscription is cancelled at the end of the period already paid, and the data is deleted 7 days later. A Free account is deleted within 7 days.

Refunds. Fees already paid are not refunded automatically, except as provided below or by law.

Service credit for outages. If the Service is unavailable for more than 24 consecutive hours, customers on a paid plan receive a one-time service credit for that outage: - monthly plan: the next month free. This credit replaces any promotional discount already applied to that month; the two do not combine; - annual plan: a one-month extension of the current term.

To claim it, write to bonjour@veillea.ca within 30 days of the outage, with the date and approximate time. The credit applies to any unavailability of more than 24 consecutive hours, whatever the cause. The service credit is the only compensation for unavailability, without excluding the rights a consumer has under Quebec's Consumer Protection Act.

8. Acceptable use

You agree not to: - resell, redistribute or publish the Service or its content as a competing database or alert service; - extract data in bulk outside the features provided (CSV export, within plan limits); - share an account outside your organization; - probe, overload or interfere with the Service or its security; - use the Service for an unlawful purpose.

We may suspend or close an account that breaches these terms, after notice when reasonable.

9. Intellectual property

The Service, its software, design, summaries and the Veillea name belong to Veillea. Notices remain the property of their publishers and are subject to their own terms of use. You keep the rights to the content of your profiles. You allow us to use that content only to provide the Service.

10. Availability

We aim for a reliable Service but do not guarantee uninterrupted availability (see the service credit in section 7). We may modify features, including the sources covered. If we discontinue the Service, we will give reasonable notice and refund any unused prepaid time, pro rata.

11. Limitation of liability

To the extent permitted by law, the Service is provided "as is". Veillea is not liable for indirect damages, lost contracts, lost profits or missed deadlines, including those caused by an error, delay or omission in a notice or source. Veillea's total liability is limited to the amounts you paid in the 12 months before the event. Nothing in these terms limits liability that cannot be limited under applicable law, including Quebec's Civil Code and Consumer Protection Act.

12. Privacy

Our handling of personal information is described in the Privacy Policy (veillea.ca/en/privacy).

13. Changes to these terms

We may change these terms. Significant changes will be announced by email at least 30 days before they take effect. Continuing to use the Service after that date means you accept them. If you do not accept them, you can cancel before that date.

14. Governing law

These terms are governed by the laws of Quebec and the applicable laws of Canada. The courts of the judicial district of Beauharnois (Salaberry-de-Valleyfield courthouse), Quebec, have jurisdiction. This does not deprive a consumer of the protection of the courts of their place of residence or of mandatory consumer protection rules.

15. Language

The French version of these terms is the official version. The English version is provided for convenience; if the two versions conflict, the French version prevails. By choosing this English version after the French version was presented to you first, you have expressly requested that these terms and all related documents be drafted in English.
